After taking forever to deliver, held item hostage and withheld delivery until we gave him delivery code. Why is it, the slowest carriers want to be paid the fastest?

I delivered two weeks after picking up that normal, and we are always told to get the payment code when dropped off sorry it wasn't delivered any faster but going across country that's what it takes I don't have a plane

Consistently terrible. Always an elaborate excuse as to why he’s late. Then after he finally picks up he says “ I’m just gonna hang out in LA for a week or so to see if I can pick up more shipments.” But you are already weeks late. Totally unconcerned.
