I concur that there was no pickup of the car from the military base where it is still located. This location was specified in early communications and he had written permission to pick it up on the base. Base security verified that this written permission was acceptable and stated that it was OK if he had insurance on his vehicle.
WRT communications, we never discussed any requirement to bring the vehicle outside the base and I used his supplied address/phone #/e-mail w/o any response.
